She is a graduate of Bel Air High School, has a BA in Journalism/Political Science from Howard University and a Masters in Public Administration, Management and Public Policy, from New York University. Upon completion of her Masters, Vicki stayed in New York City leading high-profile projects for national and local organizations/associations and city government. Vicki was an adjunct professor teaching Intro to Technology to undergraduates and Public Policy to graduate students at the City University of New York. In 2004, she was acknowledged and invited to speak at Syracuse University, earning recognition as one of the top women shaping and enriching the IT industry. In 2007, she was nominated for the Women of Influence Award by the WEDC Foundation. In 2022, she was nominated as one of Harford County’s Most Beautiful People. Vicki is very active in the community. She is a member of Harford Community College’s Foundation Board and the Harford County Police Accountability Board. She serves on Harford County’s Social Services and Parks & Recreation Boards, and is the President of the Harford County NAACP and the Membership Chair for NAACP Maryland. She has also served as a Board Member on The ARC of Northern Chesapeake, as Vice President for the Sickle Cell Association of Harford and Cecil Counties and the Eastern Shore, and is a member of the League of Women Voters. Upon her return to Harford County in 2010, Vicki developed and facilitated national volunteer and community engagement strategies for Goodwill Industries International and AARP. Last year, Vicki took on a role at Harford County Public Schools to develop a training program for educators.
