Martin signed Executive Order No. 2026-03, officially establishing the Community Emergency Response Team (CERT) as a division of the Havre de Grace Police Department. Our CERT volunteers are highly trained in disaster preparedness, first aid, light search and rescue, fire safety, and CPR/AED skills. Since its establishment in 2025, the team has provided essential assistance, crowd safety, and traffic support at City events and initiatives. Formalizing this program ensures sustained operational coordination and enhanced public safety capabilities for the City of Havre de Grace.
