City Council Meeting Minutes October 21, 2019 Havre de GraceCity Council Meeting Minutes October 21, 2019 October 21, 2019 Council Meeting Proceedings The regular meeting of the Mayor and City Council was called to order on October 21, 2019 at 7: 00 p.m. with Mayor Martin presiding. Council Members present: Glenn, Robertson, Ringsaker, Zinner, Boyer and Martin. The Pledge of Allegiance was recited, and opening prayer given. Council Member Martin moved to approve the council meeting minutes of October 7, 2019. Motion carried 6-0. Council Member Boyer moved to approve the closed council meeting minutes of October 7, 2019. Motion Carries 5-0. Abstained Council Member Robertson. Comments from citizens on agenda items: None Recognitions: Mayor Martin presented a recognition to Vincenti Decoy’s for 25 years of service. He also presented a recognition in honor of Maryland Economic Development Week in Havre de Grace. Presentations: Chief Walters on behalf of the Havre de Grace Police Department presented an award to Mr. Bob Bloom for his 30 years of service. Ed Rybczynski spoke on the great success of Oktoberfest here in Havre de Grace. Jean Salvatore with Best Friends in Harford County spoke about the rescue efforts they humanely put forth to trap-neuter and return along with vaccinating community stray cats. Appointments/Oaths of Office: Mayor Martin swore in seven newly appointed members of the Cultural Exchange Commission. A motion was made by Council Member Boyer and a second by Council Member Martin. Motion carries 6-0. Ordinances: Ordinance No. 1024 AN ORDINANCE OF THE MAYOR AND CITY COUNCIL OF THE CITY OF HAVRE DE GRACE PURSUANT TO THE AUTHORITY PROVIDED BY THE MARYLAND CONSTITUTION ARTICLE XI-E, THE LOCAL GOVERNMENT ARTICLE OF THE ANNOTATED CODE OF MARYLAND, AND CITY CHARTER SECTIONS 33 AND 34 AMENDING THE CITY CODE CHAPTER 73: FIREARMS. A motion to introduce on first reading by Council President Glenn. Second by Council Member Ringsaker. Motion carries 6-0 A motion to adopt on first reading by Council President Glenn. Second by Council Member Ringsaker. Motion carries 6-0. Public Hearing: November 18, 2019 at 7pm. Ordinance No. 1025 AN ORDINANCE OF THE MAYOR AND CITY COUNCIL OF THE CITY OF HAVRE DE GRACE PURSUANT TO THE AUTHORITY PROVIDED BY THE MARYLAND CONSTITUTION ARTICLE XI-E, THE LOCAL GOVERNMENT ARTICLE OF THE ANNOTATED CODE OF MARYLAND, AND CITY CHARTER SECTIONS 33 AND 34 AMENDING THE CITY CODE CHAPTER 205: ZONING, ARTICLE I, GENERAL PROVISIONS, SECTION 205-3, BY REVISING THE REQUIREMENTS FOR PARKING FOR SINGLE-FAMILY DWELLINGS ON EXISTING LOTS OF RECORD PRIOR TO MARCH 15, 1982. A motion to introduce on first reading by Council Member Ringsaker. Second by Council Member Zinner. Motion carries 6-0 A motion to adopt on first reading by Council Member Ringsaker. Second by Council Member Robertson Public Hearing: November 4, 2019 at 7pm. New Business: Budget Amendment 2020-03 Motion made by Council Member Robertson. Second by Council President Glenn. Motion carries 6-0 Special Events – A motion was made by Council Member Martin (second by Council Member Robertson) to approve the HDG Ice Festival. To be held on January 18 and 19, 2019. Motion carries 6-0. Directors Report: Patrick Sypolt- Director of Administration: Mr. Sypolt provided dates of upcoming events in Havre de Grace which are available on the tourism website at www.explorehavredegrace.com. Mr. Shane Grimm: Deputy Director of Planning- The Planning Commission will be meeting on October 28, 2019 at 6:30pm. The Department is busy evaluating and making proposed changes to City Code. Mrs. Erika Quesenbery Sturgill: Director of Economic Development- Was absent from Council Meeting. Mr. George DeHority: Director of Finance gave the current financial condition of General Fund 1, Water/Sewer Fund 9 and Marina Fund 8. Tim Whittie- Director of Public Works gave an update of paving projects at various locations. All going as scheduled with more to come soon. Chief Teresa Walter: Police Department October 26, from 10-2 is National Drug Take Back. November 2, 2019 Cops on rooftops from 6am to 6pm with proceeds to go to Special Olympics. Business from Mayor Martin Mayor Martin was pleased to announce the success of the recent Oktoberfest. Approximately 4,000 people attended this year. Mayor Martin proudly displayed the Sustainable Maryland plaque showing the recertification for the City of Havre de Grace. Mayor Martin also spoke on continued paving projects around the City and asked for their patience, and to refrain from bad language directed at City employees. He also reminded everyone that the next edition of the Citizens Connection will be mailed out in the coming weeks. Business from Council: Council Member Martin: CM Martin welcomed 5G companies to improve the lives of our citizens. CM Martin shared the importance of attending the Fall and Summer MML Conference which is a requirement in obtaining our Sustainable Maryland Recertification. Council Member Zinner: CM Zinner also attended along with CM Martin the Fall and Summer MML Conference and greatly appreciated the curriculum. Council Member Boyer: Oktoberfest was a great success and “Good things happen when we have events in town”. Council Member Ringsaker: CM Ringsaker recognized Shane Grimm and his awesome work in cleaning up city code. Council Member Robertson: Youth Commission to meet October 24th at 7pm. Budget and Finance Committee to meet November 5th at 5:30pm. Veterans Day Parade to be held November 11th at 11:00. Council President Glenn: Planned traffic pattern changes are ahead for Grace Harbor Development, specifically Canvasback Drive. We will be conducting a comprehensive traffic study. A Community input session with date and time will be announced.
