Councilman Johnny Boker has served 21 years as a U.S. Army Soldier and 14 years as a Dept of the Army Civilian for a combined 35 years of federal service in leadership and counting. CM Boker served in the U.S. Army as a Communication Network Chief, and achieved the rank of First Sergeant. CM Boker honorably served in five armed conflicts, including the Panama Invasion, Desert Shield, Desert Storm, Operation Iraqi Freedom, and Operation Enduring Freedom in Afghanistan, prior to his retirement in late 2005. Presently, CM Boker serves as a civilian employee in the Department of Defense at Aberdeen Proving Grounds,
Maryland as an Executive Product Support Manager for Field Artillery software. Mr. Boker recently received three Department of Defense Achievement Awards for leadership in Acquisition and Contract Management and Logistics.

An active volunteer, CM Boker serves his community by being an active member of the American Legion Post 47, Havre de Grace Veterans of Foreign Wars (VFW) Weedon Elliot Post 8126, and the Citizens Against Trash (CAT) Club. CM Boker served as former Vice President of the Havre de Grace Chamber of Commerce and advocated for the construction of the High and Middle Schools. CM Boker was a leader and co-chair in the dedication and installation of the Gold Star Families Memorial, located in Concord Point Park, in Havre de Grace, and the newly installed Alfred B. Hilton Memorial. Working from initial concept, design, and coordination with the City of Havre de Grace, corporate, and local sponsors.

As Councilman, Mr. Boker continues to chair the Havre de Grace Water & Sewer Commission and Independence Day Commission. CM Boker also serves on several Committees, such as The Administrative Committee, DPW, Parks and Harbors, and Public Safety Committee.  Councilman Boker is a member of the Havre de Grace & Mumbles Twinning Association and former Chairman of the Harford County James V. " Captain Jim," McMahan Commission on Veterans Affairs.

CM Boker attained his Associates in 1999 from the Central Texas College in Panama City, Panama. Mr. Boker attained his Bachelor of Science in Business Administration in 2016 and his Master of Business Administration, (MBA) in spring of 2018 from the University of Maryland Global Campus (UMGC) in Adelphi, MD.

Mr. Boker and his wife Wanda Boker, live in Havre de Grace since 2010, former downtown business owners and have three adult sons and one granddaughter.
