Havre de Grace Council Names Tent At Frank J. Hutchins Memorial Park – Community Pavilion at Frank J. Hutchins Memorial Park

    At the July 15, 2019, City Council Meeting, the Havre de Grace City Council officially named the tent located at Frank J. Hutchins Memorial Park, the Community Pavilion at Frank J. Hutchins Memorial Park.

    In 2015, the Martin administration installed the Community Pavilion at Frank J. Hutchins Memorial Park as an initiative to provide open space to the public and as another opportunity to fulfill the purpose of the City’s Arts and Entertainment District providing the community and visitors another venue for the arts and related activities within the district.

    The Community Pavilion at Frank J. Hutchins Memorial Park serves throughout the year as a destination venue for a variety of activities for the community and nonprofit fundraising events, including serving as the official home of the Havre de Grace Farmers Market, which more than 600 people attended every Saturday, May through November.

    Originally known as Congress Avenue Mini Park the City Council officially named the park Frank J. Hutchins Memorial Park after passing Resolution 87-1 in 1987, 21 days after the passing of former Mayor Frank J. Hutchins. Since its creation, the waterfront park which includes a fishing pier and small watercraft launch areas, installed in 2018, has provided space near the City’s downtown for several festivals and entertainment events.

    In 2008, the State of Maryland officially recognized the City’s Arts and Entertainment District, which includes Frank J. Hutchins Memorial Park and the Community Pavilion after the City Council passed Resolution 2008-02 which states “an Arts and Entertainment District is intended to stimulate the local economy, advance the vitalization of the City, provide a venue for arts and related activities, provide both the residents and visitors to the City an attractive and supportive environment for the arts, supplement current and future educational and recreational programs in the Havre de Grace community.”
