    Message from Mayor William T. Martin

    “Wayne Dougherty’s leadership led the City of Havre de Grace through one of the toughest economic times in recent history.

    I had the privilege of working with Mayor Dougherty while I served on the City Council, and witnessed firsthand his commitment to public service and to the citizens of Havre de Grace.  Mayor Dougherty’s eight years at the head of our government yielded a great number of accomplishments, many of which will be with our city for generations to come.  Wayne was a leader, a friend and a mentor.  Our thoughts and prayers are with his family at this difficult time.”

    Mayor Martin has issued that City flags be lowered to half staff for one week.

    Wayne moved to Havre de Grace in 1961 when his father was transferred to Aberdeen Proving Grounds. Wayne was married to the former Mary Marini and they have a son, Joseph, and daughter, Maria who is married  to J.W. Walker, Jr. Wayne graduated from Havre de Grace High School and received a degree in Criminal Justice as well as a Banking Degree from the American Institute of Banking. Wayne was involved in his community and served on many Boards and Commissions.

    Wayne served on the Havre de Grace City Council from 1998-1999, 2002-2003 (Council President in 2003), and 2005-2006 before being elected as Mayor in 2007, a position he held until 2015.

    Wayne supported many businesses in our City and was always available to help citizens when called upon to do so. Wayne wanted no credit for being a citizen who always sought to make and provide a better quality of life for all who lived and visited our City.

    Wayne’s vision was simple: “A safe community for all our citizens and visitors to our City. Protect and promote our history with the implementation of zoning laws which will protect our historic structures and a strong Economic Development Plan which will benefit all citizens and our local businesses and merchants.”
