Early Notice and Public Review of a Proposed Activity in a Federal Flood Risk Management Standard Designated Floodplain – Comments Due May 11, 2025 Havre de GraceEarly Notice and Public Review of a Proposed Activity in a Federal Flood Risk Management Standard Designated Floodplain – Comments Due May 11, 2025 Early Notice and Public Review of a Proposed Activity in a Federal Flood Risk Management Standard Designated Floodplain Harmer’s Town Arts Center – 115 and 119-123 Market Place This is to give notice that planned building rehabilitation at 115 and 119-123 Market Place (Harmer’s Town Arts Center) requires the evaluation of practicable alternatives to minimize and mitigate potential project impacts of work in the floodplain in accordance with 24 CFR 55.20 in Subpart C. The proposed project, Harmer’s Town Art Center Building and Alley Rehabilitation, comprises the rehabilitation of an existing 39,800 square foot mixed-use structure with ADA upgrades; HVAC, mechanical and electrical upgrades, and reconfiguration of interior spaces to include artist studios, galleries, classrooms, workshops, and administrative areas. The existing second-floor residential units will remain in use after the renovation. People who may be affected by activities in floodplain and those who have an interest in the protection of the natural environment are encouraged to express any concerns as well as any avoidance, minimization or mitigation efforts for the building rehabilitation.
