Martin on the passing of former Council Member Joseph Kochenderfer Joe was a humble man known for his great integrity and lifelong commitment to public service. He embraced the scouting motto, “Be Prepared.” He was first elected to the City Council in 1990, serving from 1990 to 1998, 2000 to 2002, and again from 2007 to 2009. Throughout his time in office and beyond, Joe dedicated himself to uplifting those around him. Joe was actively involved in several community organizations, notably Scouting America, where he served as a committee member for Boy Scout Troop 967 for 32 years. You could often find him along the Joe K Trail, a mile-and-a-half loop trail in our community named in his honor by the City Council in 2003. This recognition acknowledged his instrumental role in creating and maintaining the trail and its shoreline. During his tenure on the City Council, Joe became known as a champion of common-sense growth and development, which led to significant progress in our community. In addition to his responsibilities on the City Council, Joe also served for 19 years on the City’s Planning Commission, including seven years as chair. “It was an honor to serve alongside Joe on the City Council,” said Mayor William T. Martin. “I will always remember him as a very approachable man who exemplified the highest moral conduct. On behalf of the citizens of Havre de Grace, I would like to express our sincere condolences to the friends and family of Joseph Kochenderfer.”
